Introduction
This department was established in 2001 with the engagementof a Town & Country Planning Officer and an Assistant Town & Country Planning Officer. With the status of a division then, the main focus of the Town Planning and Landscape Division (BPBL) was to coordinate the functions and responsibilities of MDS as a Local Planning Authority as stipulated in Act 172. The establishment of BPBL involved the restructuring of the organisation with the Town Beautification Unit, Health, Licensing and Town Beautification Division being transferred to BPBL and known as the Landscape and Recreation Unit. In 2011, the Division was upgraded as the Town Planning and Landscape Department.
Function
A. REGULATING THE PHYSICAL DEVELOPMENT IN THE SEGAMAT DISTRICT COUNCIL AREA IN LINE WITH THE OBJECTIVES OF THE COUNCIL BY:
- • Accepting, processing, evaluating and submitting the planning reviews for the consideration of the OSC Meeting for all applications in line with the current planning standard requirements. Application in this context refers to:
- Planning Permission
- Building Construction Planning Permission
- Building Renovation/Extension Planning Permission
- Limited Planning Permission
- Providing technical reviews in the aspect of physical planning and land use for government land applications, temporary occupation licence applications, business licence applications, lease period extensions, and state privatisation projects.
- Ensuring that the infrastructure development and social amenities are in line with the development strategies of MDS areas.
- Ensuring that the activities carried out at the sites fulfill the land use zones and the stipulated plans.
B. PLANNING THE PHYSICAL DEVELOPMENT IN THE SEGAMAT DISTRICT COUNCIL AREA BY :
- Managing, coordinating & preparing relevant development plans for the whole Segamat District Council administrative area in accordance with Act 172.
- Conducting feasibility studies on public facilities sites, identifying development issues & proposing development policies as a guide.
- Interpreting the State and Federal Government Policies and subsequently formulating and preparing guidelines for a synchronised planning and development at the Segamat District Council level.
- Ensuring that the spatial development supply and demand are constantly balanced, in line with the functions of Segamat Town.
- Being responsible for providing advisory services in terms of planning to any parties, either the private sector, the public, Government departments and agencies as well as to the Council itself.
C. CREATING AN ATTRACTIVE AND CONDUCIVE URBAN ENVIRONMENT FOR DEVELOPMENT OF KEY ECONOMIC SECTORS AND HUMAN DEVELOPMENT AS WELL AS IMPROVING THE IMAGE OF SEGAMAT DISTRICT COUNCIL BY :
- To receive, process and in turn provide review on MDS committee meeting for the approval of the landscaping plan.
- To plan and implement landscape projects in Segamat District Council area.
- To plan and develop children playgrounds and recreational parks in Segamat District Council area.
- To maintain the MDS landscape such as trimming, watering, applying pesticides, fertilising and replacing trees.
- To maintain recreational parks in the Segamat District Council area.
- To increase the stock of trees by watering, exchange, donation and forest.
- To provide landscape decoration for official events.
- Solve public complaints related to landscape such as cutting down hazardous trees, pruning trees that block the view and other related complaints.

To ensure development is in accordance with legal provisions, government policies, planning requirements, and environmental balance in line with the needs of the local community and planning physical development with focus on economic growth, socio-economic development, improvement of living standards, balance between the physical, social and spiritual and also prosperity in tandem with the aspirations and tastes of the local community.
Client Charter
- To provide courteous and efficient services.
- To process landscape plan approval applications within 1 month
- To provide complete and prompt information on land use.
- To present the application review from the Technical Department and Agencies within 2 weeks from the date of receipt of application.
- To give layout plan application results submitted in the next 3 to 4 months from the date of application subject to compliance with the Technical Department stipulated.
